Confidence Framework v2 (Anchored / Probable / Contested / Speculative / Unknown / Quarantined)

Six-tier evidentiary classification system. Evolved from the earlier three-tier ANCHORED/PLAUSIBLE/QUARANTINED set used in stories 7-9. Adds Probable (refines Plausible), Contested (genuine scholarly dispute), Speculative (proposed but unsupported), and Unknown (honest gap). Quarantined remains the methodologically central tier for making negative findings auditable.
